China MIIT Unveils 2027 Strategy for Manufacturing Pilot Platforms

In a significant move to bolster advanced manufacturing, China's Ministry of Industry and Information Technology (MIIT) has released the "Notice on Further Accelerating the Systematic Layout and High-Level Development of Manufacturing Pilot Platforms." The policy outlines a comprehensive strategy to enhance these platforms, which serve as a critical bridge linking innovation, technology, and industrial chains, thereby accelerating the engineering and commercialization of scientific and technological achievements.
The notice sets a clear goal: by the end of 2027, China aims to establish a modern, nationwide network of high-level manufacturing pilot platforms. This system will feature multi-stakeholder participation, span numerous sectors, and provide tiered services. The strategy is built on three core pillars: strengthening a batch of platforms, revitalizing a batch, and supplementing a batch.
The "strengthen" path involves a tiered cultivation model, guiding platforms from a regional reserve status to MIIT-designated key cultivation platforms, and ultimately to national-level platforms aligned with major strategic needs. For existing but underperforming platforms, the "revitalize" approach mandates guidance through diagnostics and strategic restructuring to overcome bottlenecks. The "supplement" initiative focuses on establishing new platforms in critical and future industries like AI, humanoid robots, quantum technology, biopharma, and industrial machinery to address supply gaps.
These pilot platforms are positioned as integral service providers for design, function, process, compatibility, and production verification. A key highlighted sector is instrumentation. Due to the industry's high precision requirements and complex manufacturing, the plan calls for building multi-flexible unit pilot platforms. These must simulate real production environments and integrate at least nine types of flexible manufacturing units—from casting and polishing to precision machining and PCB assembly—to validate key equipment and management systems essential for high-quality, efficient, and cost-effective flexible manufacturing.
